Kenneth Bissett brought an action in district court seeking to enjoin the state, the County of Boundary and the City of Bonners Ferry from enforcing laws which Bissett believes infringe upon his right to freely exercise his religious beliefs. He appeals from an order dismissing his complaint "with prejudice" under I.R.C.P. 12(b)(6) for "failure to state a claim upon which relief can be granted." The questions presented on appeal are: (1) whether the state is infringing impermissibly on Bissetts constitutionally protected freedom of religion by requiring him to possess a drivers license, to register his motor vehicle
