Stewart, Judge, granted plaintiffs motion for summary judgment, and defendants Ramsey county, Tony Schmidt, George Moeller, Robert Gibbons, Richard Jansen, Hagstrom Construction Company, and Healy Plumbing and Heating Company appealed from the judgment entered.
